Installed XP on new partision not able to see users with password

My computer was giving me a blank screen only. The people from Dell tried to repair XP with no luck.Then they told me to install XP on new partision in order to be able to back up all my stuff and then format. So far so good, the problem now is I'm not able to see users with a password. Dell don't know what to do. Can anybody help ? Thank you.

Look up "take ownership" in the help files. That will give you good
instructions on what you need to do.

Unless, of course, the files were encrypted. In that case, they're lost
forever.
