installed an optical mouse on 2000

This may seem like a dumb point, but check to make sure
your plugs are in their proper sockets.
Please give more details, ie what you did step by step
installing the new mouse!

I have an optical mouse wired in and it works fine with w2k
try shutting down , install the old mouse, boot and then
installing the drivers for the new one. and reboot, keep
the old one installed, see how it works. if ok, then shut
down, install the new one, and boot, if no function, then
your mouse is defective...
 
Now the keyboard and mouse will not respond at all

I don't have much to go on here, but I'll start by guessing that you've
removed your (PS2?) keyboard and mouse, installed your USB device(s), and
booted up your computer. Now you're presented with Windows' <need driver.>
dialog, which you can't perform because it's the KB/mouse driver that needs
loading. Try this:

1) Shut down your PC. Turn it off.
2) Install your old keyboard and mouse.
3) Install your new keyboard and mouse also.
4) Boot the PC.
5) Use the old keyboard/mouse to load the drivers for the new ones.
6) Shut down your PC. Turn it off.
7) Remove the old KB/mouse.
8) Boot the PC.
