Installation to new master hard drive

Windows Xp installed successfully, files copied successfully, and it has been partitioned however when windows goes in to setup mode and tries to install I get an error message that says that the load library cannot find file netshell.dll( a networking OLE) . Is there any way to start over and reinstall windows xp to the hard drive. Or to bypass this file. Please my computer freezes and then reboots at this step everytime and I am unable to use it.

remove the network card or if it's an onboard nic disable it in the bios do
the same for the modem.
