Installation of Windows 2000 SP4 causes continuous reboots

I installed Windows Service Pack 4 on top of Service Pack
2. When I restarted the computer after installation
completed, the computer boots up to the Windows 2000
screen and then reboots - continuous loop!

What happened? Can anyone help?
 
I had the same problem for two years, and could not install either service
pack 3 or 4 on top of Service Pack 2. I finally found the culprit:
Symantec's PC Anywhere. After I removed this, Service Pack 4 successfully
installed. I've since replaced the PC Anywhere with Terminal Services on
the Windows 2000 server, which I can easily access using Remote Desktop on
Windows XP.
