Installation of telephone dialer component???

I have installed MS Works, I use the dialer facility to dial telephone
numbers straight out of a database. It has been working OK but now I
suddenly get this error message whenever I try to dial a number (ie click
the little telephone icon on the toolbar):

The system telephone dialer is unavailable - This command requires the
installation of a telephone dialer component.

I've done nothing, except restart MS Works - any ideas?
 
I actually now know the problem but don't know how to fix it.

We were getting an echo when initially connecting, one of my colleagues went
trawling through the menus and saw a setting which read something like:

"Allow phone dialer to handle requests from other programs"

He assumed (wrongly) this could have caused the 'echo' so un-ticked it, now
we can't find where this option lies so it can be re-ticked!
