Greetings Andy,
This usually happens if your Windows Installer is not working properly.
To correct, do the following --
If you're using Windows 2000 or XP, click Start, then Run, and type the following:
%systemroot%system32msiexec.exe /regserver
then click OK.
If you're using Windows 98 or ME, click Start, then Run, and type the following:
C:WindowsSystemmsiexec.exe /regserver
then click OK.
(You will need to change the C: to whichever drive Windows is on).
Alternatively, you may need to reinstall the Windows Installer service from here:

After this, run the install again.
