Apparently MS assumes you will consult the System Requirements at the bottom
of the page before downloading and attempting an install.

ha ha ha ha ha ha ha ha ha!

Why read when the download button is right there?

System Requirements
a.. Supported Operating Systems: Windows 2000, Windows 2000 Advanced
Server, Windows 2000 Professional Edition , Windows 2000 Server, Windows
2000 Service Pack 2, Windows 2000 Service Pack 3, Windows 2000 Service Pack
4, Windows Server 2003, Windows XP, Windows XP Home Edition , Windows XP
Media Center Edition, Windows XP Professional Edition , Windows XP Service
Pack 1, Windows XP Service Pack 2, Windows XP Tablet PC Edition

Apparently, if I remember, for my first download, I used a button that said
something like "Check your Windows version" and the button "download" is
marked "if you want to by-pass this test".
I think it's the best they can do.

Maybe a note in bold red above the download button that says,

NOTE: WORKS WITH WINDOWS 2000 or ABOVE ONLY!
SEE System Requirements below for complete details.
