install xp with other licenses

I have a question about installing xp using some old licenses we have in our
office. We were thinking of buying some new pc's for our office without an
os installed. The reason being that we have some older obsolete pc's that
are dead but still have the xp license. I tried to experiment by installing
with one of the old keys on a laptop I have laying around but it didn't work.
The keys are legal and legit but the oem install cd only works with the
license it came with. We don't have the install cd's anymore that came with
the now defunct pc's. I'm trying to find out if I can get a backup cd for
the licenses for xp that I have but can't install from microsoft.
 
You mean the license is no good? How can that be? Xp was installed on PC's
without an OS, so you can use the license as long as it is installed on only
one computer. At least that is my understanding.

That is not what you said in your original post as per above
 
OEM licenses are tied to the original PC they are installed on, they cannot
be transferred to another PC for any reason.
