Install Troubles

I am going to type my entire problem here in hopes of a
solution. I attempted to format my hard drive the other
day and mid-format the computer completely shut off... no
power or anything. I replaced the power supply and then
realized my hard drive was not being recognized in BIOS
so came to the conclusion that my hard drive died
shorting out the power supply. I replaced the hard drive
today and have been attempting to install XP Pro for way
too long now. I start by booting with the XP CD. It
runs through the hardware verification etc. It then has
me select the partition upon which i want to install the
O/S. I select the single partition (80 GB) and format
the drive. Once completed, It runs through the normal
procedure of installing files to the computer and then
says it will now shut down. When the computer restarts,
it goes through the whole process again only this time
notifies me there are already existing Windows files on
the partition I selected. I thought maybe my BIOS were
in the wrong order so it was trying to boot from the CD
rather than the HD so I removed the CD and also changed
the boot order. Nothing seems to work. If anyone has
any advice on this please advise- any input that may help
would be much appreciated!

Disconnect all peripherals (camera, printer, scanner, etc)
Disconnect network/modem cable.
Go to BIOS and set CDROM as first boot device and hard drive as second
boot device.
Insert Windows XP CD and reboot.
At "Press any key to boot to CDROM" quickly press a key and follow the
prompts for a Clean installation:

Delete all partitions in step 5 if you desire to erase all data on the
hard drive.
Partitioning and formatting will be done automatically.
All data will be destroyed, back-up important data first.
Once the installation has started and it reboots, IGNORE the message
"Press any key to boot to CDROM" and let it continue to boot to hard
drive.

Enable or install firewall BEFORE connecting network cable.

Install ALL Critical Windows Updates:
Start/All Programs/Windows Update

After you are finished, you will need to load the appropriate drivers.

If your computer was shipped with Windows XP, these procedures may or
may not apply.
Check your manual or contact the computer manufacturer for more
details.
