Install Toshiba e210c printer driver

I found the driver on my network. I attempted to install and I received an
alert that stated "Windows cannot connect to the printer. The printer
driver is not compatable with a policy enabled with a policy enable on your
computer that blocks NT 4.0 Driver.

I have a new computer operating Windows Vista Home Edition

I need to install this driver. Please help

Is the printer Vista compatible? If not, you are out of luck.
 
It has the 1130 controller (tower)

I did download this driver, but couldn't find an exe or bat file to start
the program.

Thank you both for trying to help.
