install programs

All of a sudden I can't install programs anymore.The installation dialog box
appears allright but when I click on install or setup nothing happens.
There's one clue.In device manager there's a ISATAP Microsoft networkcard
listed but has a conflict because there isn't a proper driver installed.When
I try to update the driver that isn't working either.
My question is:has that got something to do with me not being able to
install programs?
And what the heck is a ISATAP Microsoft networkcard anyway?!
