Install programs for all users?

You could always use Parental Controls to control which users get to run
what programs. (You could monitor their activity too).
 
Is there anyway to control when installing a program (as administrator) how
it is applied? There are several users on this machine. Some programs, I
want to only load for particular users and others where all users may run.

A program has to be written as such to allow that. Many/most are not and
they give you no choice.

I think the only thing they can do is change the shortcuts to the
program to the respective users start menus & change the permissions on
the programs installation dir.
Would this work, albeit a bit long winded?
 
It's a long way around, for sure.

Heck. Some small freebee programs have allowed you to choose to install into
your account or into all users for years. Damn the programmers. (-;
