Install Program for one user only

I need to install programs for one user only on a machine that has 3 users.
How to accomplish that ?

Permissions? Type that term into SEARCH, under START menu|HELP & SUPPORT
 
If the programs installer has been correctly set up to install the program
for the current user or all users, then the program will install for the
current user. If the program installs for all users, you may need to move
the program shortcuts and possibly set security on the programs directory to
only allow that one user to run the program.

How do I check on the settings of the program installer ?
I know how to move the shortcuts in XP but when not in Vista.

I would run the program installation up to the point where it starts to
installing the files in Windows. If there is no prompt for installing the
program for the current user or all users, the program may default to
installing for all users or current user. I've seen mixed results on where
programs install when it does not prompt you for this information.
 
If a program is written correctly it will allow you to install for current
user only, or for all users. Many are not written as such. Blame the
programmers. They took shortcuts.

Maintenance programs are many times written for the current user. Why? I
guess that the programmers think that the main user will be the one to
install it upon the computer and should be the only one to modify the
settings or run the program.

People have different thoughts on how they think their program should be
utilized when once installed on the computer.

You can install a program for all users and then disallow the running of the
program, for certain individuals, through rights management.

Use Parental Control (Control Panel) to control who has access to the
Program.
