I appear to have deleted the MS DOS application from my
Windows XP system. Is there a way to reinstall just that
application without reinstalling all of XP?

Windows XP is not based on DOS so you cannot boot into it.

Go to Start > Run and type: CMD , and hit enter to get the
Command Prompt for the MS-DOS emulator.

I assume you mean the Command Prompt icon. In Accessories.
Just create a shortcut called Command Prompt.
o The target is %SystemRoot%\system32\cmd.exe
o Start in is %HOMEDRIVE%%HOMEPATH%
o Shortcut key is None
o Run is Normal Windows
o Comment is Performs text-based (command-line) functions.
That's it. Store the shortcut under Accessories in the Start Menu tree
and now you've got your Command Prompt back.
