Install feezes when finalizing

I am installing WIndows XP Professional Upgrade to a PC that currently has Windows 98. With 23 minutes remaining, in the "finalizing install" portion, it freezes. The time remaining doesn't change, nor does the bar that allows you to see the progression. However, the features that are shown on the right side of the screen do keep changing (although they are repeating). The computer already rebooted once it completed the main portion of the install. Should I just reboot my computer (and will it just re-do this "finalizing install" portion or pick up where it left off?)?
 
Physically detach all hardware peripheral devices
(Except for the monitor, mouse and keyboard)
