install fails for .NET Framework 1.1 Doc Update Oct 2003

The installation of the .NET Framework 1.1 Documentation
Update October 2003 (file NDP1.1-KB827821-X86-Enu.exe)
fails. Visual Studio 2003 English is installed on the
Windows XP PC. The .NET Framework SDK v1.1 Documentation
is present.

The error message is:
The upgrade patch cannot be installed by the Windows
Installer Service because the program to be upgraded may
be missing, or the upgrade patch may update a different
version of the program. Verify that the program to be
upgraded exists on your computer and that you have the
correct upgrade path.

Is the upgrade already included?
 
same here.
someone from MS please help disseminate the info. to the respective team who
is responsible for this update.

Reread the download web page and the following reason is
most likely responsible for not being able to install, as
the MSDN October 2003 library is installed on the PC.

from web page:
You may have installation issues if one of the following
situations exists:
The MSDN Quarterly Library - October 2003 or later is
installed on your computer. This documentation update is
included in these MSDN Quarterly Libraries. If you
already have one of these libraries present on your
computer, you do not need to install this documentation
update.
 
I get this error message after download. Whats wrong?

No Updates Were Installed

click Install Now again.
