Install error message Regsvr32.exe Vbscript.dll

Hi there - installed Office 2003 last night, all ok
except for neighbourhood power outage just after opening
up outlook. Today, office works ok but outlook will not
open for me, saying i should reinstall or else run above
files - cannot locate Reg file, and VBscript file refuses
to run anywhere. Installed and reinstalled and repaired
and custom installed whole office to death, no luck. Now
i have no access to my own email (formerly outlook
express)

Please help if anyone can.

Thanks very much Sue for your reply. The sequence is as
follows:

Start Up, Programs, Office Outlook

Outlook window appears. Next, small message window
appears: "Configuring Outlook Accounts - Creating Welcome
Message"

1 second later, new error message appears as follows:

"Failed to register a VB Script DLL. Reinstall or run
Regsvr32.exe Vbscript.dll to self-register. A required
action was not successful due to an unspecified error."

Press ok, new message appears as follows: "The operation
failed." Press ok, all windows disappear.

I can get further on another screen, but only one or two
steps more then error messages close the program down on
that screen too. Can retry program on that screen if
messages there will help, but don't recall them right now.

I've searched (engine and manually) for the .exe and .dll
files mentioned but cannot locate either of them on
either computer or disc. Computer seems to have a
handful of Vbscript files but apparently not this exact
one? Uninstalling, installing, reinstalling, and repair
all did not work.

Office is "Microsoft Select Office 2003 Professional
Edition" distributed a couple of weeks ago on a licensee
basis, if that helps.
