Inserting pictures in slides

When I go to insert a picture on the slide layout, the
picture takes up the entire slide instead of just the
content box.
 
Pictures maintain their size and resolution. If your images are coming in
large, your presentation file size is also going to be large. The best
option is to open the images in an image editing program (PhotoShop, Corel,
Xara, etc.) and adjust the image size, save and import the smaller file size
into PowerPoint. At this point the images will come in smaller and your
presentation files will be more manageable.

What version of PowerPoint?

You don't need a content box to insert a picture, by the way. Just insert
it and size/position it however you like.
