When I insert a picture without resizing it is fine. But if I resize the
picture first for better quality and faster load time, I only get a red x
instead of the pictures. Any suggestions?

Do your resizing in a third party image editor *outside* of FrontPage before
you import the image into your web and insert it on a page.

Check the extension of the picture file. If it is saved as
something.gif but you are linking with something.png then you will get
red X.

Give us the link to your page to see what exactly is going on.

If it's a jpg is it RGB rather than CMYK?...CMYK is for print and will not
display on the web.
What image editor are you using?

First, I did manage to get the pictures in Front Page and published. I
inserted the picture in its original size, then reinserted the resized
picture and deleted the first picture. It worked, but a lot of steps. Also
to do this I needed new pictures, not the ones I had on file. I used Adobe
for editing and PIXresizer for resizing the pictures. They are JPEG images.
I do not know if it is RGB or CMYK. How do I determine this?

You're making it too hard. You need to delete the old pictures from the page
first, then from the web folder you have them in before *importing* the new
pictures into your web and inserting them on a page. Otherwise, you stand
the risk of having the wrong settings for the new images.

You'll need to check in Adobe to see whether the originals are RGB.
