Insert video grayed out

Trying to add a stream of video to a web page, but after opening the web in
FP2000, win98se, the INSERT > VIDEO is grayed out.

Is there a setting that requires changed? My guess would be compatibility,
but not sure. TIA

Tools | Page Options | Compatibility Tab and set browsers to custom.
