insert one text box for all slide

how can I insert 1 textbox with effect, but that textbox could be applied
by another slide or next slide.

Click View > Master > Slide Master.
Insert the textbox on the slide master and add some words on it. Close
Master View and the textbox will be applied to all the slides.
Is that what you are referring to?

Boody,
Not sure what you are after but judging on your subject, go to View -
Master - Slide master and insert your textbox there and apply the necessary
animation. The box will appear on each slide, but you will not be able to
edit it on your slides. If you want the textbox only to appear on certain
slides and not on others, make a second master (click on the insert new
master on the master toolbar) and apply the new master to the wanted slides
(slide design task pane, click on the arrow next to your master and click
apply to selected slides, your two masters will be in the used in this
presentation section).
If that is not what you want, report back.
 
Not clear what you want to do but copy and paste may do it!

If however you mean set an effect for a text box say a gradient fill and use
it on other text boxes you can either right click the gradient text box and
set as default for autoshapes or select / double click format painter and

for example :
I create some text box on the slide master like this:
textbox 1 : aaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaa
textbox 2 : bbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbb
textbox 3 : ccccccccccccccccccccccccccccccccccccccccccccccccccc

the textbox1 appear on the 1st slide
the textbox3 appear on the 2nd slide
the textbox3 appear on the 3rd slide, etc
or customized setting : the textbox1 appear on the 3rd slide

Did you put the text box on the slide master and the title master, or just
on one or the other?

Another possibility is that the content of the slides is covering up the
text boxes because the text boxes on the master will always be behind the
stuff on the slide.
