Insert Comments in PDF Document

Hi All,

I want to review a PDF document and insert comments, but I can't do this
with Adobe's standard Acrobat Reader. Are there any freeware programs that
allow insertion of comments into the text and saving as a new PDF file? I
don't need to change the text, but only add comments.

You can also attach comments to highlighted text of PDFs in the browser using A.nnotate ( http://a.nnotate.com ) - free trial available, no plugins needed, and several people can see and annotate the same copy of the document online.
