Insert a blank page, how to

Using Word 2002. I need to insert a blank page between cover page and
table of contents so that TOC starts on an even page number. Other than
inserting two page breaks, is there an "insert a blank page" type
command available?

If the cover page is 1, then the TOC will be 2, which will be even. Did you
mean an odd page number? In either case, you can insert either an odd page
or an even page break (Insert | Break).
