Insalling most programs now fails with Event ID 1000

It appears that when I try to install any app now that uses an exe it fails.
Though I can install MSI's about 90% of the time.

Here are some examples; I downloaded the new Video Drivers for my Dell 9300
from Dell for Vista 32bit. When I run the install it immediatly pops up
saying....

"R153383.EXE has stopped working"

when I look in the Event Log I get an Application Error Event ID 1000 with
"Faulting application R153383.EXE, version 1.3.2.6557, time stamp 0x4550b439,
faulting module unknown, version 0.0.0.0, time stamp 0x00000000, exception
code 0xc0000005, fault offset 0x00000001, process id 0x504, application start
time 0x01c7f63c5ff49385."

Followed by Windows Error Reporting Event ID 1001 with "Fault bucket
506671978, type 1

I get this with so many applications, DOSBox,
WindowsInstaller-KB893803-v2-x86, pretty much you name it and it wont work,
the only thing I have been sucessful in stalling lately is AcrobatReader8 and
AutoCAD 2008.

Any Ideas? This is very frustrating, I would take it up with the
manufacturer, but I can get them to run on other Vista Machines, even a
Virtual Machine that I have used for testing at my company. I just cant get
it to install on this machine.

Any help will greatly be appreciated, I dont really want to do a complete
reinstall as that would take hours to get everything back on the machine.

Ok, I got some more information. It appears that if I download the software
to another machine and then copy the file to my machine it works. So for
some reason on my computer if I download a program it is corrupting it?? I
have used both IE and Firefox with the same results, I did a complete Scan
for Virusus and Adware/spyware and nothing came up. Is there any other ideas
that would cause this?
