Windows XP Input Signal Out Of Range

When I turn on my computer, it immediatley shows up with a blank screen saying "input signal out of range". How do I fix this, as I am unable to get to the desktop.

Did you recently install new video card drivers? Or maybe a new monitor? Or did you possibly change the refresh rate of your monitor before this started to happen?

Are you able to boot into safe mode?

If so this is where you can undo whatever you might have done to cause the error.
