Inline Frames option on the Insert menu remains grayed out

I'm trying to insert an inline frame over a graphic but
for the life of me, I can't even get to the point where
the "inline frame" feature becomes accessible from the
insert menu.

Anyone know what I'm missing? Can an inline frame be put
over a graphic?
