initiating a vbs script by double clicking vs cscript

AntiSpyware is okay with initiating a VBS script from cmd
with "cscript script.vbs". But it requires an Allow when
a VBS script is double clicked in Explore.
Note that it does not require an Allow when a CMD script
is double clicked in Explore - even one that then runs a
VBS script.
 
btw, bat files are treated like vbs files. Double clicked
ones require approval but they can be run from cmd.
 
I'm having trouble testing this stuff. There's a post I'm trying to respond
to about how to unblock a blocked script, and I can't get anything I run to
actually evoke an opportunity to block it! I better ty on a different
machine and see what's broken on this one.
