Initial boot

When I turn on the PC, the Dell window appears and then an
error message

Strike F1 to retry boot, F2 for setup utility

What does this mean and what can I do to proceed?

yes you can all it is could be an err with configuration
on your bios or could be u pressed a key on your keyboard
during post process usually it will give u an err #
ie if the number starts with 1xxx then u are having a
problem with the motherboard
3xxx keyboard
6xxx floppy controller errs this two are common errors
