The Domain and OUs can inherited a policy linked to a Site ?

Groups that are contained in OUs are afected by policies linked to Domains
and Sites ?

Groups are not affected by any policy. Only user and computer accounts are
affected. As for the first question, yes, Site policies will apply to user
and computer accounts if these users/computers are working in that site,
according to subnet definitions and subnet associations with sites. For
example, if you have a 192.168.10.0/24 subnet associated with SiteB, and
user is working on a computer with 192.168.10.13 IP address, both user and
this computer will get all the GPO's linked to SiteB.
