Infrared windows go to other logged on user

I've got account A and account B on windows XP. if
account A is logged in but I'm switched to account B, and
I try to send some stuff by infrared from my phone to the
computer, the "computer nearby" doesn't show up but if I
switch to user A, there it is. Shouldnt the window pop up
on the active user?

I've noticed that the infrared message pops up on
whichever user logged in first, regardless of which one
is currently active. It's really confusing.
