This is driving me crazy. I upgraded to SP2, and now whenever I open a web
site, (even locally) this bar pops up and requires a click, and two more
keystrokes before I can see the page properly.
I have searched here without luck, and tried all the security settings
possible, but it keeps on coming! This is affecting my productivity
big-time!

Go to the Security Tab in your Internet Options in Internet Explorer.
Restore all the zones there to the default settings. That may help.
 
Thanks Karl, no luck. The problem seems to be about ActiveX controls. I also
tried various kinds of permissions settings in Security to no avail. Maybe
uninstalling SP2 might be the only solution.\

Further,
Microsoft recommends changing two settings on the custom level of the
security tab, but it makes no difference.
