Information bar nonsense

I use Win. XP SP2, and just "upgraded" to Internet Explorer 7, only to see if
it would get rid of the so called "Information Bar".
Unfortunately it's even worse, and I hate the new layout and the lack of
options to customize the thing.
Anyway, my problem is with the info bar, which pops up every single time I
open an HTML file on my own computer.
It has nothing to do with ActiveX controls, I can open the same exact page
if I upload it to my website. What gives?
First I thought I had something confusing on my pages, so I started
eliminating lines to see if the info bar would go away.
Finally I was down to a blank page with absolutely nothing on it, and the
warning still keeps popping up.
It's most annoying, and obviously it has nothing to do with security or
anything.
I can't understand why it's impossible to declare my own computer or at
least a folder "safe" so I could load pages
without having to look at the info bar blinking every time. I almost never
get the info bar when browsing the web,
and all the time when I'm trying to view pages on my PC. I run several
websites, and as a webmaster I edit and view
HTML pages all the time, and since most people still use Internet Explorer,
I also need it to check how my pages look.
Has anyone found a solution for this? How to view HTML pages on your own PC
without the Info Bar?
Please let me know....
