Info on the new 818505 scroll problem Hotfix

I have several email servers and on one of them(USA.net) the scrollbar
problem caused by the recent Explorer 6.0 update (q824145) began
occurring recently in the "Write Mail"(compose) mode.

After several communications with USA.net I was told that there is now
a Hotfix -- 818505 -- for this scrolling problem, but it's not in
Microsoft's service pack -- you have to request it from Microsoft.

I'd appreciate any advice on how to do this because when I try to
navigate the Ms home page for contact info, all I get are these
maddening large letters and blank space that scrolls on forever. Am I
missing something about logging on or having to establish an account
in order to read the pages properly to begin the process of requesting
the 818505 Hotfix? I'm not especially computer-savvy, so thanks for
any answers to this. -- DD

Text Box Retains Focus When You Click the Scroll Bar in
an IFRAME Element

SYMPTOMS
After you type text in a text box in a Web page, when you
click the scroll bars of a DIV element that is inside an
IFRAME element, the focus may not move away from the text
box.
RESOLUTION
A supported hotfix is now available from Microsoft, but
it is only intended to correct the problem that is
described in this article. Only apply it to systems that
are experiencing this specific problem. This hotfix may
receive additional testing. Therefore, if you are not
severely affected by this problem, Microsoft recommends
that you wait for the next Microsoft Internet Explorer 6
service pack that contains this hotfix.

To resolve this problem immediately, contact Microsoft
Product Support Services to obtain the hotfix. For a
