Info on hierarchy of hotkeys in XP?

Is there any good documentation on the different types of hotkeys
in WinXP?

Unfortunately, my system locks up quite a bit (and I have to kill
explorer.exe and then restart it). This has allowed me to observe
the following points about the availability of various types of
hotkey.

----------------- START OBSERVATIONS ----------------------
(1) CTRL + ALT + DEL very nearly always seems to work - even if
another program like SysInternal's ProcMon has replaced XP's Task
Manager.

(2) The Windows START key almost always works, even if
explorer.exe has been killed. I use:

(a) the usual windows shortcuts of WIN + E, WIN + D,
WIN + R, etc

(b) my custom WIN key settings make using the freeware
utility WINKEY from Copernic

(3) Hotkey assignments in desktop shortcuts (using the Properties
tab in the context menu) work only when explorer.exe is running
and when it is not locked up.

Where can I get more info about hotkeys and their priorities in XP
and any other info about them?

Ctrl + Alt + Delete are special. This is hidden from all programs so only windows can respond to it. There are global and app hotkeys. Explorer registers hotkeys in shortcuts globably and sets itself as the handler.
