I tried to start my computer and i received a message that read INF file txtsetup.sif i tired to reinstall windows and from 69-99% the computer has turned off numerous times. I have no computer knowledge what so ever and would appreciate any feed back about this issue.

Problems during setup are normally down to two things. Corrupt Media, or faulty hardware, it would not be unreasonable to think hardware is the problem.
As a first stop I would Test your memory using http://www.memtest86.com/ and your hard drive using the free tool available on your HD manufacturers website.
If that is beyond your capabilities, find a good friendly local PC shop and ask them to check out your system.
