Index all family photos?

I'm planning on scanning all our photos. I'd like to add
data to each picture, including people in the photo,
location, event, and date. Then, I'd like to have an
indexing interface similar to Windows Media Player, so I
can find specific photos or groups of photos when I want.

Is anything like this built into Windows, or Plus? Or
can someone recommend a good 3rd party application?

Several new photo editing softwares will let you do this.
Microsoft Digital Image Suite 9 has what you need. The suite has two
separate parts. One is for photo editing and one for photo archiving. About
$60.00 after the usual rebates.
You can also look at Adobe Photo Album, a little less expensive.
