Indent/Unindent question

I have .Net 2003 and the Indent and Unindent commands are grayed out in to edit menu and on the toolbar. These are about my two favorite IDE commands! My cursor is in the code editor, and I'm not in debug mode. Whether I click on one line or highlight several lines, the two commands remain grayed out. Anyone know what would gray them out

Is the file read only? Is it in SourceSafe and still checked in?
