Increasing Time Lenght of Pop Ups

How do I increase the amount of time the information that appears when one places the cursor over an icon
When I place the cursor over an icon,the information box that appears describing the contents disappears too soon.It helps a little if you keep the cursor very still and even then,it will just disappear quickly.
