Increased Memory .. Poor Vista Performance

Installed new 4GB DDR SDRAM DIMM (Corsair XMS Twin2048-3200c2) on MSI
865PE/GNeo2 Motherboard with a Pentium 4 3.0GHz CPU. Checked all installation
issues and recommended Bios setting. Vista performance and app responses are
slower than before the upgrade and unsatisfactory. Nowhere near satisfactory
or normally expected performance even for the simplest operational task. As
well, extremely long boot and shut down time.

Prior to the new 4GB DDR SDRAM DIMM (Corsair XMS Twin2048-3200c2) I was
Running 1GB DDR SDRAM DIMM (Corsair Matched Twin CMX512-3700PT).

Must I do a reinstall of Vista and if so can I do a clean install with Vista
Home Premium Upgrade as I have done with Windows XP Upgrade?
 
How much memory does Vista say you have? AFAIK installing the package you
installed only gives you 2048 MB of memory as indicated in the package part
number since the package contains two 1 MB dims.
Also I notice that your new memory is slower then your old memory since it
is 3200 memory and not 3700 memory.
 
Installed 4GB (Twin Packs -Corsair XMS Twin2048-3200c2). Unable to find
Corsair Matched Twin CMX2048-3700PT.

Sisoft Sandra recognizes 4GB and Vista System Information indicates Memory
(Ram) 3070 MB.

This thing is struggling.
