increase scrollthumb minimum size

Hi

You know how on a very long page, the scroll thumb shrinks down to almost
nothing. Is there a way to set the minimum size, so no matter how long
the page is, the scrollthumb will be at a certain size to make it easy to
grab and move? thanks
