increase movie sound volume but not system sounds ?

i had this thing once, that sat in th tray. the icon was like a chinese
sign or something. with it i could increase the sound volume in movies
without increasing system sound. i tinhk it must have been freeware.
anyone know what that was? or know a program that can do somethin
similar? - im not thinking about jsut increasing the sound in media
player or whatever
