Increase list of available 'save movie' formats - or change

I am not new to video encoding, no need to be gentle.. The highest bit rate for PAL is 2.1k bits - anyway i can up that? Create new entries(profiles?) in the list? I wish to use WMM for generate titles, which i then re-encode and patch into other videos using TMPGENC for PAL DVD - but the bit rate is too low.
 
Yes, using a custom profile.... I just made one last week that has a total
bit rate of 6.38 Mbps. It's 1280x720 and aligns with the properties of a
WMV-HD 720p file.
