Windows is convinced I live in a town 25 miles away. How do I convince it otherwise?

I'd keep it quiet if I were you. The less they know about you the better. They are simply an information gathering service which is not in your interest. :nod:

Your ISP is the culprit. ;)

Unlike a phone, that can pinpoint where you are, your PC, ISP and Windows, are a bit dumb.:)
