Does anyone know why Windows XP Pro reports the hard
drive size smaller than it is?

I have 2 drives; my C is a 20gb and my D is a 40gb. My
BIOS id's them correctly and they are id'd in Device
manager correctly, but when I go into my computer, it is
giving me a C of 18.6 and a D of 38.2 in the Total Size
column.

That tells me I've lost almost 3gb of storage?! Is this
right??

See the second item here. http://members.aol.com/don5408/drivespace/faq.html
What drive manufacturers advertise as a 40 GB drive isn't.

Add to that some overhead used by the formatting process and there's your
difference. What you're getting is normal.

This is correct.. This has been an "issue" for years now... Hard drive
manufacturers have been using the 1000K = 1MB calculation when actually
it is 1024. This means they can advertise a drive a little larger than
it actually is. Plus, you have the overhead of the partition
information, etc...
