"Incorrect Funcion" with msiexec /v

I am trying to uninstall Windows Installer using the instructions at:

When I try msiexec /v, I get an "Incorrect Function" error message.
What next?

KB 260404 doesn't exist.

I went through the steps in 319624 and 315346. I am stuck at "Specified
service already exists" message when trying to install InstMsiW.exe.

I did a Windows 2000 repair and it fixed the problem.
