Incomplete Password Protection?

Am I wrong or can you "close" --essentially-- delete -- a password
protected *.pst file such as a calendar even if you don't put in the
password when Outlook asks for it when Outlook is opened?

In other words, it looks like a password doesn't prevent a file from being
deleted. Correct?

Yes - a password doesn't have anything to do with what you can do with it in
the file system. Same for Word, Excel, Winzip, files....closing a file
doesn't delete it, though.

You can control who has access to the folder in which your files are stored,
depending on your operating system.
