Does an include page assume the properties of the page it's inserted into?

If I have an include page at the top of all my pages (which contain a
background image), and this background image is showing up in the include
page as well. Is there any way to stop this?

Two options:

Insert a table into the include page and set the cell background color to
whatever, then insert your content into the table/cell.

or

Insert a table on your main pages, set the cell background color to
whatever, then insert the Include Page component into the table/cell.
