Include Page Hoever Buttons Not Displaying in Browser

I have recently completed a series of Web Sites using
FrontPage 2000. Some users have reported that the
Hyperlinks contained within Include Pages do not display.
I have tried to reproduce the effect on my computer but
cannot. Could anyone give me a clue as to what causes this
particular fault?

FP 'hover buttons' are implemented via Java. Those users not able to view the
buttons have some sort of Java issue with their browser.

Verify that it is enabled:
Tools > Internet Options > Advanced
(and also in each Security zone)

My guess is that this is related to the 832804 update. One of my 4 systems
exhibited the same behavior after applying the update. Uninstalling and
System Restore did not fix it either...
