include causing problems?

I have added an include page (basically a site map) to be displayed
below the information on every page of site. When viewing the site on
line, the info on page is displayed twice. One on top of the other with
the include below.
The include is sometimes not displayed on pages. The link to the
include is displayed when the include does not show.
I reinstalled frontpage extensions and have tried putting the include
in a table that is sized at 100% width & Height. With include in table,
it cuts off the bottom.

You are using shared border
And you cannot apply shared borders to the share border pages in the hidden _borders folder
You have
<meta name="Microsoft Border" content="tlrb, default">
Instead of
<meta name="Microsoft Border" content="none">
on your shared borders pages
