Im trying to run the repair tool, but I can't find the outlook file that
needs to be scanned. I have already run and search on *.pst and *.ost and
come up with nothing.

Is the file hidden some where?

They are stored in a hidden folder under \documents and settngs\<userid>.
Make sure you turn on hidden/system files in Windows Explorer and if using
Windows XP, make sure you configure the search to look in/for hidden/system
files as well.

Yes. The usual location for those files is the hidden folder
%UserProfile%\Local Settings\Application Data\Microsoft\Outlook. Use
Control Panel's Folder Options to enable viewing hidden files and folders.

1. If you are running Windows Vista: Click Start, and then Computer.
Locate the search window in the top right corner.
2 If you are running Windows XP: Click Start , and then click Search .
3 If you are running Microsoft Windows 95 or Microsoft Windows 98: Click
Start , point to Find , and then click Files or Folders .
4 If you are running Microsoft Windows 2000 or Microsoft Windows
Millennium Edition (Me): Click Start, point to Search, and then click For
Files or Folders .
